The Solar Package I, which was significantly amended during the legislative process, contains a number of new regulations for solar energy in Germany, particularly in the Renewable Energy Sources Act (Erneuerbare-Energien-Gesetz – „EEG “) and in the Energy Industry Act (Energiewirtschaftsgesetz – „ EnWG “).
As shown in Table 1, the combined generation from solar and wind was approximately 181 TWh in 2022, underscoring their substantial contribution to the energy mix. Germany has a well-distributed network of both onshore and offshore wind farms, particularly concentrated in the northern regions.
Energy market analysts have said they expect Germany's solar power boom to cut power prices significantly in the next years, possibly also leading to an increased incidence of negative power prices at times of high feed-in. At times of negative prices, large producers pay for their electricity to be fed into the grid.
With an electricity generation of 72.6 TWh in 2024, photovoltaics covered nearly 14 per-cent of gross electricity consumption [AGEE] in Germany (Figure 3).
