The photovoltaic poverty alleviation project, part of the “Ten Major Precise Poverty Alleviation Projects” implemented by the Poverty Alleviation Office of the State Council, significantly contributes to eradicating poverty and rural revitalization.
We propose several policy recommendations to sustain progress in China's efforts to deploy PV for poverty alleviation. There lacks a comprehensive analysis on the large-scale deployment of solar photovoltaic projects and its impact on poverty alleviation.
Policy Recommendation 1: Plan Photovoltaic Deployment Based on Local Solar Resource Endowments. The implementation and promotion of PV poverty alleviation policies should be guided by the solar resource endowments of each locality and follow a framework of scientific and rational planning.
